Abstract

On August 18, 1945, for the first time the President and Vice President were elected by PPKI. In the early days of the administration, the power of the President in running the government was not only based on Articles 4.5,10,11,12,13,14 and 15 of the 1945 Constitution, but also based on Article IV of the Transitional Rules which read "Before the MPR, DPR and DPA were formed all power run by the President with the help of a National Committee. Based on the provisions of the provisions of Article IV, the President has enormous power. So that the President can legitimately act as a dictator, because the presence of the Central National Committee which has a role in assisting the President's task cannot at all be interpreted as a reduction in the power of the President. The history of the Republic of Indonesia has proven that the 1945 Constitution has undergone a very rapid development and within two months of the 1945 Constitution there has been a change in the state administration practices of the Republic of Indonesia, after the issuance of the Decree of the Vice President Number X dated October 16, 1945.From the description above, actually it has not carried out the articles of the 1945 Constitution, because the article used is precisely the article of the Transitional Rules. For example, the President and Vice President according to the 1945 Constitution should be elected by the MPR in accordance with Article 6 paragraph (2), but chosen by PPKI according to Article III of the Transitional Rules. This is certainly understandable, because this is the first time in delivering a country. President Soekarno's power with democracy was dreamed up not to uphold the values of popular sovereignty, but what was upheld was the power of the leader and even very tragically Sukarno was appointed as President for life through the MPRS decree and this included the violation of the 1945 Constitution. the political stage replacing Soekarno's violation of the 1945 Constitution was repeated, because the 1945 Constitution could not be formed by anyone.

Abstract

This research is a descriptive study conducted on 30 small food industry entrepreneurs in the city of Mataram, with the aim of knowing the complexity of the problems faced by small food industry entrepreneurs and efforts to improve their empowerment. Data were analyzed using qualitative analysis.The complexity of the problems faced by small food industries in the city of Mataram are internal factors and external factors. The internal factors faced are: lack of capital and limited access to finance, quality of Human Resources (HR), technology, weak business networks and market penetration capabilities, mentality of SME entrepreneurs. From the external constraints, the business climate is not yet fully conducive, the limited business facilities and infrastructure and the nature of products with short durabilityTo develop its business, efforts to increase empowerment are needed, including a). Capital assistance is needed with the provision of subsidized credit, with easy and uncomplicated requirements, b). Creation of a conducive business climate, c). existence of business protection, d). partnership development is needed, e). business management training.In order that the small-scale food industry in Mataram City can be empowered and developed, it is recommended that the businessmen synergize with similar businesses and form a joint business group (KUB). In addition, it also improves managerial aspects, including: increasing productivity, increasing marketing capabilities, and developing human resources

Abstract

       This research is a Classroom Action Research conducted at SMP Negeri 7 Mataram, in the second semester which aims to improve student learning outcomes in natural science learning through the use of Cooperative Learning approaches Type Group Investigation.      The subjects of this study were 37 students of class VIII-A of SMP Negeri 7 Mataram. This CAR is carried out in two cycles, where each cycle consists of 3 meetings. The action taken in overcoming the low learning outcomes of students is a Cooperative Learning approach type Group Investigation. Student learning outcomes data are collected by conducting tests at the end of each cycle. Furthermore, the collected data were analyzed using qualitative descriptive.       From the results of the data analysis, it was found that in the first cycle the learning outcomes of students still did not reach the established indicators, that of the 37 students who took the test, only 23 (62.16%) received a score of 80, while in the second cycle the learning outcomes of students had improved. from completeness individually or classical. Of the 37 people who completed individually, there were 36 people (97.30%). So it has exceeded the predetermined target of ≥ 85% of students get a score of demikian 80. Thus it can be concluded that the Cooperative Learning approach type Group Investigation can improve the learning outcomes of students in learning science grade VIII-A SMP Negeri 7 Mataram. For that the teachers and schools can use the Cooperative Learning approach type Group Investigation to improve student learning outcomes in learning

Abstract

Teachers must be able to make and develop learning plans, create student activity sheets according to learning needs, and valid learning outcomes test. This study aims to describe the competence of beginner math teachers in making learning tools for SMP / MTs in East Lombok. This research is a survey research with descriptive statistical design that uses concurrent embedded strategy of mixed method approach. The number of samples in this study is 246 mathematics teachers who teach in SMP / MTs in  East Lombok region, which are determined using purposive sampling technique. The research data is collected using instruments in the form of checklists and questionnaires. Data analysis uses quantitative descriptive statistical analysis with competency tendencies in five categories: very competent, competent, quite competent, less competent, and incompetent.The results obtained are 1) the beginner's mathematics teacher competence in making lesson plans is categorized as competent with a percentage of 60.98%, an average value of 81.287 and a standard deviation of 7.983. 2) Competence of beginner mathematics teachers in making LKS included in the category of quite competent with a percentage of 54.07%, an average value of 76.659 and a standard deviation of 7.739. 3) Competence of beginner math teachers in making THB included in the competent category with a percentage of 74.39%, an average value of 81.664 and a standard deviation of 7.135.

Abstract

The purpose of this study is to determine the factors that caused the community to establish settlements on the riverbanks, the impact of settlements on the riverbanks and the effectiveness of the Local Regulation Policy No. 15 of 2003 concerning the river boundary line for development control.The results show that: 1). The policy and implementation of the Mataram City Regulation, Number 15 of 2003 concerning settlements on riverbanks is less effective, 2). The impact of settlements on the riverbanks / riverbanks is: The body of river is getting narrower, the reduction of clean water sources and the occurrence of euritification which cause losses, among others, complicate irrigation and transportation facilities and are less attractive if developed for tourism areas.. 3) Factors affecting the settlement at the edge of the river are: a). Increasing population movement from village to city or commonly called urbanization, as happened in the city of Mataram resulted in population density until settlement problems arose, including settlements along the riverbanks, b). The ignorance of the public that there is a prohibition and legal sanction to build buildings by the river, c). The socio-economic conditions of the people who build houses on the riverbanks are generally low d). Lack of knowledge and legal awareness from the community, e). Limited land availability and high land prices, f). Legal supervision and sanctions have not been carried out according to the rules.

Abstract

The purpose of this research is to analyze: (1) the difference of critical thinking skills (CTS) and scienceprocess skills(SPS) between student’s group who are managed with hypothetical inquiry model andconventional learning model, (2) the difference of critical thinking skills (CTS) between student’s group whoare managed with hypothetical inquiry model and conventional learning model, (3) the difference of scienceprocess skills (SPS) between student’s group who are managed with hypothetical inquiry model andconventional learning model. This research is quasi experiments with post-test only control group designfactorial 2x1. Data of critical think skill are collected by using test and data of science processskillscollected by using test and observation. Data analyzed by using descriptive analyze and one wayMANOVA.It is found: (1) there is significant difference of critical thinking skills (CTS) and science processskills(SPS) between student’s group who are managed with hypothetical inquiry model and conventionallearning model (F=59,161; p<0,05), (2) there is significant difference of critical thinking skills (CTS)between student’s group who are managed with hypothetical inquiry model and conventional learningmodel(F=22,219; p<0,05), (3) there is significant difference of science process skills (SPS) betweenstudent’s group who are managed with hypothetical inquiry model and conventional learning model(F=113.559; p<0,05).

Abstract

The Pancor-Rempung road improvement project is delayed. Implementation planning, so that it is needed to optimize the use of labor and equipment so that time and costs can be controlled properly.The analysis is carried out by calculating the production capacity of each heavy equipment, in order to obtain the value of productivity and labor coefficient. Productivity values and labor coefficients are used to calculate labor and peratan needs based on implementation time schedules and based on optimization of equipment production capacity.From the results of the calculation of labor requirements and equipment based on time schedule, the need for 1 unit excavator (196 hours), 7 units of dump trucks (588 hours), 3 units of motor grader (343 hours), 2 unit wheel loaders (588 hours), vibrator roller 3 units (343 hours), water tank truck 2 units (441 hours), aspalt mixing palnt 1 unit (245 hours), asphalt finisher 1 unit (245 hours), tandem roller 1 unit (245 hours), pneumatic tire roller 1 unit (245 hours), 1 unit air compressor (245 hours), 1 unit asphalt sprayer (245 hours), 1 unit concrete pan mixer (98 hours, concrete truck mixer 3 units (98 hours), 4 workers (686 hours ), and foreman 4 people (686 hours), with a total cost of IDR 4,074,053,795.00 while the need for labor and equipment based on optimization of equipment production capacity, obtained the need for 1 unit excavator (28 hours, 24 truck dump trucks (105 hours ), motor grader 1 unit (98 hours), wheel loader 1 unit (105 hours), roller vibrator 1 unit (98 hours), water tank truck 1 unit (98 hours ), aspalt mixing palnt 1 unit (35 hours), asphalt finisher 1 unit (35 hours), tandem roller 1 unit (35 hours), pneumatic tire roller 1 unit (35 hours), air compressor 1 unit (35 hours), asphalt sprayer 1 unit (35 hours), concrete pan mixer 1 unit, (28 hours), concrete truck mixer 9 units (28 hours), workers 9 people (161 hours) and foreman 2 people (161 hours), with a total cost of Rp. 1,382,258,857.00. In calculating labor requirements and equipment based on the time schedule obtained several jobs have a small time factor of labor and equipment, due to the long duration of work time and good equipment production capacity.

Abstract

This research is a Classroom Action Research (CAR) which consists of two cycles in which each cycle consists of four stages: planning, implementation, observation, and reflection. The background of this research is that the learning outcomes of students have not yet reached the KKM.This study aims to find out whether the application of experimental methods in PBM can improve the learning outcomes of 2nd grade students of SD Negeri 24 Cakranegara in the first semester of the 2017/2018 academic year. The research takes place at SDN 24 Cakranegara, for 5 (five) months from August to December 2017 with research subjects of 2nd grade students with 33 people in total. Observation, evaluation, and documentation are used for data collection. While, the data analysis techniques used are qualitative and quantitative descriptive. In the study, performance indicators for learning outcomes have been established; if 85% of students achieve a score of 70. The indicator is reached in cycle II, so the action research is carried out in 2 cycles.        The results show that the use of the experimental method in PBM could improve the learning outcomes of science in the 2nd grade students of SD Negeri 24 Cakranegara. This is evident from the average score in the first cycle of 71.5 increasing to 89 in the second cycle, with the level of student completeness from 52% in the first cycle increased to 92% in the second cycle.

Abstract

Village funds have begun to be disbursed in 2015 with an allocation of around 20 (Twenty) Trillion Rupiahs throughout Indonesia and crept up in 2016 to be 40 (Forty) Trillion Rupiahs and lastly in 2017 to 60 (Sixty) Three trillion Rupiahs, so the average village gets village funds transfers around 800 - 900 million per village in 2017. This is a new history for the world of rural development in Indonesia. Rapidly, villages in Indonesia have begun to move forward and show positive changes in building themselves since the enactment of the Village Law Number 6 of 2014. Sambelia Subdistrict is one of the sub-districts within the administrative area of East Lombok Regency, West Nusa Tenggara Province. With the number of villages reaching 11 (eleven) villages. In 2017 the amount of village funds that entered into Sambelia District was Rp. 9,732,506,800, - (Nine Billion Seven Hundred Thirty Two Million Five Hundred Six Thousand Eight Hundred Rupiahs). This amount is the first time in the history of rural development, that is, the funds disbursed by the central government to villages in 2017 are the biggest as long as these villages are formed.This study aims to find out the amount of village funds that go into villages in Sambelia sub-district and in what area of 2017 village funds are used the most. This research method uses descriptive method, while the source of data from this research is primary and secondary data, and data retrieval techniques are carried out by document observation and field observation. The results of the study indicate that: (1) The amount of Village Fund in 2017 that enters villages in Sambelia Subdistrict is Rp. Rp. 9,734,764,000, - (Nine Billion Seven Hundred Thirty Four Million Seven Hundred Sixty Four Thousand Rupiah). (2) The area of village development is the area that is the most to be funded by village funds which is 96.2% (percent) of the total village funds in villages in Sambelia sub-district

Abstract

This research describes strategical management to overcome error beneficiaries of credit for people business (KUR). The research method used was qualitative. Data sources were primary and secondary data. For data collecting used interview and FGD. The research result showed that error beneficiaries of KUR consisted of exclusion error and inclusion error. Strategy that used to overcome exculison error includes extensification and intensification. Meanwhile, socialization is a strategy that used to overcome inclusionerror.
